LEOS International
LEOS Developments is a privately held British developer, founded and chaired by Rui Liu, running projects in both the UK and Dubai from offices in London and Bay Square, Business Bay. Its Dubai entity has been registered with the Dubai Land Department as Developer No. 1494 since October 2022, so its presence in the emirate is recent. Published founding years for the group differ between sources and its own site states none, so we do not give one. By Dubai standards it is a small-to-mid-sized developer, with around fifteen Dubai projects on record, all but one still off-plan.

What LEOS builds
Mostly mid-rise and high-rise apartment buildings in the affordable-to-upper-mid bracket — Weybridge Gardens launched from around AED 571,000 — now extending into a master-planned community. Its Dubai work is concentrated in Jumeirah Village Circle, Jumeirah Village Triangle, Dubailand (Dubailand Residence Complex and Wadi Al Safa 5), Meydan District 11 and Dubai Sports City.
Its Dubai delivery record is short and the published timelines have slipped. Hadley Heights in JVC (219 units) is its only completed building here: construction started May 2023 against an original estimated handover of Q3 2025, and it was recorded complete in March 2026. Weybridge Gardens in Dubailand began in October 2023 against an expected Q2 2025 completion and was still listed as under development well past that date. Everything else — Hadley Heights 2, Weybridge Gardens 2-5, Knightsbridge, Cavendish Square and the master-planned community announced in November 2025 — remains off-plan. Treat it as a developer with one proven handover, a documented record of running behind its stated dates, and a lot still to prove. Buyers should confirm the escrow account and current construction percentage with the DLD before committing.
